  4.     American business leaders, who are eager to get Moscow's
  5. ear on joint-venture ideas, think they have found just the way
  6. to do it. A group of companies led by Dwayne Andreas, chairman
  7. of the agricultural giant Archer Daniels Midland, wants to buy
  8. the partly completed U.S. embassy in Moscow and convert it to
  9. office space for American companies doing deals there.
  10. Construction on the $22 million, eight-story facility was halted
  11. in 1985, when the U.S. discovered it was honeycombed with
  12. listening devices. If President Bush decides to pursue the
  13. proposal, he would have to persuade the Soviets to provide
  14. another site for the new embassy.
